Notes: This paper connects a political economy of regional development with the new drive within UK skills and training policy towards a demand-led approach to human capital development. The paper revisits the conceptual debates surrounding the equilibriums and inter-relations between the performance and sophistication of the demand and supply side within skill formation process. As such, the paper examines the implications of the demand-led skills strategies for peripheral regions characterised by already structurally weak demands for skills and training - subsequently reflected in comparatively poor supply-side performances. The paper offers a critical perspective on the development of ‘skill imaginaries’ within regional development literatures and policy debates.
